Jane Blain Gilbertson noted that Elgin's officials and staff have been among the easiest to work with in bringing the business to the city.
The Elgin Development Group, an arm of the Elgin Area Chamber, had been talking with the former tenant since the beginning of the year about a possible deal for the site. The group also met with representatives from Blain's, with then-Assistant City Manager Rick Kozal (who now is manager), and other city staff in January.
