City Government

LIn 1954, City of Elgin led the state in adopting the council-manager form of government. The significance of this voter decision is reflected in modern-day Elgin.
A Mayor and six City Council members are elected at large for four year staggered terms and are responsible for formulating policy, approving the budget and levying taxes. A professional City Manager is responsible for hiring staff and implementing Council policies.
